That can payoff the national debt and create jobs in the USA to dig and ship the coal to China.

		<description>I think the US initiatives concerning the protection of the environment even at the cost of lower profits should be applauded and this should be an inspiration for other countries as well. What immediately came to my mind is the project called Greenest City 2020 Action Plan introduced in my native Vancouver whose aim is to eliminate the negative impact that our actions have on the environment and reducing the carbon footprint is one of its most debated issues. I&#039;m convinced if all of us contribute to that common goal by our own efforts the first positive signals will be seen even in the short term.</description>

They noted that China and India together account for 76 percent of these plants. WRI&#039;s Ailun Yang noted, &quot;If all of these projects are built, it would add new coal power capacity that is almost four times the current capacity of all coal-fired plants in the United States.&quot; 

Also, unlike the U.S.A., they will not be using our sophisticated pollution controls. So CO2 may be the least of our worries.</description>
